Fortaleza é a única cidade do Brasil a participar do programa de líderes internacionais em governança urbana em Singapura
Fortaleza participa, nesta semana, de 8 a 12 de maio, do International Leaders in Urban Governance Programme (iLUGP), sendo a única cidade a representar o Brasil. Outras 15 cidades da América Latina, sendo elas da Colômbia, Guatemala e México, também participam do treinamento promovido pelo Governo de Singapura e o ONU-Habitat. A participação da capital cearense é fruto de uma seleção pública na qual a Prefeitura de Fortaleza, por meio do Instituto de Planejamento (Iplanfor), submeteu e aprovou o projeto “Microvilas Urbanas – Aldeias Sociais Urbanas para Fortaleza”.
O treinamento tem como objetivo criar, aperfeiçoar e partilhar conhecimento sobre cidades habitáveis e sustentáveis, atuando em três eixos principais: investigação; desenvolvimento de capacidades e consultoria; e plataformas de conhecimento. Para fornecer aos líderes e profissionais urbanos o conhecimento e o apoio necessário para tornar as cidades melhores.
“Singapura é uma referência global em planejamento e transformação urbana, com alto impacto social e econômico. Estamos animados com o que estamos vendo, vivenciando e aprendendo nesta semana e que vão maximizar o impacto do projeto Microvilas Urbanas.”, afirma o vice-prefeito de Fortaleza e superintendente do Iplanfor, Élcio Batista, que discorre sobre o projeto selecionado para a mentoria: “O nosso projeto é disruptivo quanto ao seu conceito de moradia. Ele pensa na boa localização, considerando os serviços disponíveis na cidade e as oportunidades, além da preocupação em não gerar separações territoriais; também pensa na escala; na qualidade do projeto arquitetônico e urbanístico, com a utilização de recursos tecnológicos e de sustentabilidade compatíveis com o cenário atual; e no senso comunitário. É importante ressaltar que o projeto de Fortaleza para moradia popular não
pensa apenas na habitação, mas também no indivíduo e no espaço coletivo, nas comunidades que se criam.”.
Ainda de acordo com o vice-prefeito de Fortaleza, a proposta também contribui para um alinhamento de Fortaleza com a Agenda 2030 para o Desenvolvimento Sustentável e a Nova Agenda Urbana — ambos projetos das Nações Unidas.
Outra inovação do Microvilas Urbanas consiste no uso de terrenos públicos ou privados para a construção de habitações e fortalecimento comunitário, localizados em áreas com potencial para o desenvolvimento urbano sustentável. Compreende a revitalização do espaço urbano, utilizando uso misto, design biofílico e tecnologias verdes (como energias renováveis, reuso de águas e hortas urbanas), impactando nos usuários dos imóveis e na qualidade espacial do entorno, gerando acesso aos espaços naturais, inclusive para crianças.
“Nós pensamos o design também neste contexto de moradia popular. Pensando o design urbano intergeracional, projetando as Microvilas também com o olhar das crianças, para que elas possam brincar nas ruas. Para que os espaços urbanos e comunitários sejam seguros, acessíveis e que exalem qualidade de vida.”, relata o vice-prefeito de Fortaleza contextualizando o potencial criador da Capital e as possibilidade de troca, nesta oportunidade, com Singapura ao se referir a chancela “Cidade Criativa da Unesco”, título dado tanto a Fortaleza quanto a Singapura.
O programa de líderes internacionais em governança urbana
Intitulado “SG-UNH ILUGP (Singapore and UN-Habitat – International Leaders in Urban Governance Programme), o programa reúne profissionais experientes da UN-Habitat e de Singapura para compartilhar e discutir políticas e práticas, bem como lições aprendidas relacionadas ao planejamento e à implementação de moradias acessíveis no contexto mais amplo da urbanização sustentável.
