Contribuir para valorizar o ecossistema da música no Ceará, oferecendo aos músicos e músicas, aos produtores, técnicos e outros trabalhadores relacionados ao setor uma oportunidade valiosa de aperfeiçoamento, informação, formação, debate, ampliação de rede de contatos e reflexão sobre atuais e novas perspectivas. Essa é a proposta do seminário “Criativos”, que acontece nos dias 21 e 22 deste mês, sempre a partir de 8h, na sede do Sebrae-CE em Fortaleza (Av. Monsenhor Tabosa, 777, Praia de Iracema), em uma realização do Sindicato dos Músicos Profissionais no Estado do Ceará (Sindimuce) e da Cativo Produções, com apoio de edital do Sebrae.

O encontro acontece em um momento efervescente, de muita transformação, vários desafios mas também grandes possibilidades para a cena musical cearense. Em plena tramitação de um projeto de lei estadual para valorização dos músicos, que prevê apoio legal a uma melhor remuneração da categoria em estabelecimentos como bares e restaurantes, estabelecendo como piso a tabela de cachês do Sindicato dos Músicos ou a comprovação de destinação de pelo menos 90% do couvert artístico arrecadado. Em um momento em que músicos cearenses ganham cada vez mais destaque local e nacional, com uma cena extremamente diversificada e de enorme talento, artistas recebendo prêmios brasileiros e até internacionais e ocupando grande parte da programação de centros como São Paulo e Rio de Janeiro, além de ampla presença em veículos de comunicação. Com as leis Paulo Gustavo e Aldir Blanc 2 abrindo a perspectiva de financiamento de inúmeros projetos de música, para novos álbuns, clipes, especiais audiovisuais, shows, turnês, projetos de pesquisa e comunicação, entre outras iniciativas.

Ao mesmo tempo, o setor ainda depara com velhos – e persistentes – desafios. Dificuldade de artistas da cena “independente” terem mais acesso a grandes veículos de comunicação, mesmo no Ceará; luta por visibilidade na enxurrada infinita de opções das plataformas digitais, que sub remuneram os artistas na casa de centavos e acabam reproduzindo a lógica de concentração e exclusão que por décadas marcara a chamada grande indústria da música; ausência ou insuficiência de políticas públicas para o setor, com Prefeitura e Governo do Estado sem responder a ofícios com propostas e reivindicações feitas pelos músicos desde junho de 2022. Pontos que formam um Plano de Difusão e Desenvolvimento da Música do Ceará, plano setorial, ainda por ser pactuado e colocado em prática.

Baixa atenção do poder público e de setores da iniciativa privada à música autoral, com preferência a artistas de outros estados e falta de representatividade de muitos segmentos de nossa cena em grandes eventos, como o Réveillon de Fortaleza e festivais da iniciativa privada, e na programação habitual de equipamentos culturais estaduais e municipais. Insuficiência de espaços adequados, convocatórias, equipamentos e cachês dignos para shows. Alta informalidade no setor, com shows sendo realizados sem contratos, dificuldades para emissão de notas fiscais, por mais que o advento do MEI tenha ajudado a amenizar essa dificuldade. Estabelecimentos que impõem longas jornadas de trabalho sem intervalos, equipamentos em mau estado, volume alto e até água da torneira sendo servida para os músicos.

E mais: falta de espaços mais destacados e constantes para músicos do Ceará em veículos de comunicação, os mesmos que têm governo e prefeitura como seus maiores anunciantes, mas não enxergam essa oportunidade de uma espontânea contrapartida cultural, com a qual muitos ganhariam, principalmente o público, passando a conhecer mais os artistas e a poder também reconhecê-los. Entre outras questões que constam do documento elaborado pelo Sindimuce e pelo Movimento Música do Ceará, após mais de seis meses de reuniões semanais.
