O Programa das Nações Unidas para o Desenvolvimento (PNUD) e o Instituto Brasileiro de Geografia e Estatística (IBGE) dão início nesta próxima sexta-feira (13), na capital cearense, à série “Diálogos Nacionais para o Desenvolvimento”. A primeira iniciativa da série , que tem como tema central “Novas Fronteiras do Desenvolvimento Humano no Século XXI: Desafios e Marcos para a Governança da Inteligência Artificial no Brasil”, ocorre no âmbito do Triplo Fórum Internacional da Governança do Sul Global.

Este primeiro diálogo, que se estrutura como um evento de debate técnico de alto nível , de acesso restrito a convidados , tem o objetivo gerar subsídios para a formulação de políticas públicas que enfrentem os desafios impostos pela Inteligência Artificial (IA) ao desenvolvimento humano. Os resultados dessas discussões serão compilados servindo como insumos para a construção do Relatório Nacional de Desenvolvimento Humano.

A cooperação entre o PNUD e o IBGE, formalizada no projeto BRA 23/023 , é a base para esta série de encontros. Márcio Pochmann, Presidente do Instituto Brasileiro de Geografia e Estatística, e Claudio Providas, Representante-residente do PNUD no Brasil, são os principais responsáveis pela realização do projeto. Luis Fernando Vitagliano , Diretor Nacional do Projeto BRA 23/023, do IBGE, e Betina Ferraz Barbosa , Coordenadora da Unidade de Desenvolvimento Humano do PNUD, coordenam a equipe do primeiro diálogo.

A relevância do tema é amplificada pelo recente lançamento do Relatório de Desenvolvimento Humano (RDH) 2025 global, “Uma Questão de Escolha: Pessoas e Possibilidades na Era da IA”. O documento analisou o impacto global da IA no desenvolvimento humano e incluiu uma pesquisa empírica inédita realizada em 21 países, incluindo o Brasil. Heriberto Tápia , Chefe da Unidade   de Pesquisa e Parceria Estratégica no Escritório do Relatório de Desenvolvimento Humano do PNUD, será um dos responsáveis por apresentar os achados deste relatório durante a programação.

Betina Ferraz Barbosa , Economista Chefe  da Unidade de Desenvolvimento Humano do PNUD Brasil, destaca a importância de “analisar a conjuntura brasileira em relação à temática da IA à luz do RDH 2025, da Estratégia Brasileira de Inteligência Artificial (EBIA) e do Plano Brasileiro de Inteligência Artificial (PBIA)”. Para ela, é crucial que as discussões “contribuam para o aprofundamento do debate em torno da governança e regulamentação da IA, refletindo sobre como gerar inovações e favorecer o desenvolvimento humano”. O PNUD, através do RDH 2025, aborda a prioridade de auxiliar países no desenvolvimento de políticas e estratégias eficazes que incorporem complementaridade aos diversos usos que as  IA possibilitam , alinhadas às prioridades nacionais de desenvolvimento. O documento ainda ressalta que é necessário que a tecnologia seja usada e aplicada na manutenção e no incremento das capacidades das pessoas, de modo que elas possam realizar e concretizar suas próprias escolhas.

A programação do diálogo prevê uma abertura institucional com a apresentação do Projeto de Cooperação IBGE/PNUD , seguida pelas exposições do RDH 2025 e da EBIA/PBIA , esta última a cargo de Cristina Akemi Shimoda, do MCTI. O evento contará com a participação de convidados de alto nível da academia, setor privado, sociedade civil e governo, buscando uma abordagem inclusiva e transversal.

Entre os palestrantes que apresentarão suas perspectivas, estão Jörg Nowak , Professor de Economia Política Internacional da UnB, que abordará a concentração de poder nas “Big Techs” e políticas antimonopolistas; Luiz Fernando Horta , historiador especialista em História Contemporânea e consultor do MCTI, que discutirá a soberania sobre dados nacionais ; e Paola Cantarini Guerra , advogada e pesquisadora com atuação em direito e tecnologia, que defenderá uma governança de IA multicamadas e inclusiva.

Do setor privado, Mariana Cavalcanti Pincovsky , Diretora Executiva do Porto Digital, falará sobre o papel dos distritos de inovação e investimentos em capacitação. Representantes da sociedade civil como Nina da Hora , mestranda em Ciência da Computação com foco em justiça algorítmica, e Gustavo Souza, bacharel em Direito com atuação na proteção de direitos digitais e combate à discriminação algorítmica , trarão perspectivas críticas sobre os impactos concretos da IA, incluindo questões socioambientais. Fabro Steibel , diretor executivo do Instituto de Tecnologia & Sociedade do Rio de Janeiro, abordará o equilíbrio entre oportunidades e riscos da IA para o desenvolvimento humano, defendendo o fomento a infraestruturas públicas digitais.

Do governo, participarão João Brant, Secretário de Políticas Digitais da Secretaria de Comunicação Social da Presidência da República, que destacará a importância de desenvolver uma IA soberana e inclusiva; Estela Aranha , Assessora Especial da Presidência da República e Membro do Órgão Consultivo de Alto Nível da ONU sobre IA , que já atuou na regulamentação da IA no Senado Federal ; e Ivan Henrique de Mattos e Silva , coordenador de Políticas Temáticas da Secretaria Nacional dos Direitos da Criança e do Adolescente , que abordará a proteção de crianças e adolescentes no meio digital.

As discussões serão moderadas por Luis Fernando Vitagliano e Betina Ferraz Barbosa , com relatoria de Felipe Sampaio e Daniel Hofling. A primeira reunião acontece na quinta–feira e o debate na sexta.
