Um dos grandes gargalos do sistema judicial brasileiro já pode ser resolvido a partir de consultas públicas à Central de Escrituras e Procurações (CEP), base de dados que reúne mais de 95 milhões de atos (41 milhões de escrituras e 54 milhões procurações) realizados em Cartórios de Notas de todo o país. Desde a última segunda-feira (14), cidadãos, advogados, empresas e credores podem localizar a existência de bens em nome de devedores, fortalecendo o combate à ocultação patrimonial e contribuindo para a recuperação de ativos.
A abertura de consultas e solicitações de certidões da Central, administrada pelo Colégio Notarial do Brasil – Conselho Federal (CNB/CF) – entidade que reúne os Cartórios de Notas do país – foi determinada pelo Conselho Nacional de Justiça (CNJ). A ação permitirá que credores que frequentemente enfrentam dificuldades em localizar bens penhoráveis em nome dos devedores – inclusive de pensão alimentícia -, possam encontrar patrimônios para satisfação de dívidas, evitando o prolongamento de processos e a satisfação do crédito devido.

Como funciona
A pesquisa, acessada pelo site https://buscacep.org.br, será realizada mediante utilização de certificado digital ICP-Brasil ou notarizado – emitido gratuitamente pelos Cartórios de Notas –, com autenticação obrigatória e registro auditável. O serviço funcionará 24 horas por dia, todos os dias do ano, bastando informar o nome completo e o CPF ou CNPJ a ser buscado.
A busca retornará com os dados de nome do cartório onde o ato foi lavrado; número do livro e das folhas do ato; e espécie do ato (escritura pública ou procuração), permitindo ainda a solicitação eletrônica da certidão do ato para que seja verificada a sua íntegra.
A medida atende ao disposto no Provimento nº 194/2025 da Corregedoria Nacional de Justiça, e traz importantes avanços para a sociedade ao fortalecer a transparência dos registros públicos, auxiliar na localização de bens e ampliar o acesso à informação, sempre em conformidade com a LGPD e com regras de segurança e controle.
